    In the knowledge information society of this 21st century, the strength of individual, industry and government depends on the contents of knowledge and information. Substantial portion of business activities is in the securing the edge in the competitiveness through the information contents service of information and communication network. In the aspect of optimizing the industrial structure, the efficiency and productivity increase of the works through the electronic document and e-mail between the businesses and between the industries are in the same vein with the development of contents industry that has the basis on the S/W technology. Also, as for the aspect of national competitiveness through the systematization of each social sector, the contents will bring the qualitative changes of public life such as remote treatment, e-commerce, comprehensive civil services and recreation. Through the communication networks, it is to activate the contents business promotion strategy and contents business of communication businesses. Such development plan for contents business activation has to be careful reviewed to be used as the nationwide alternative plan in preparation of the contents era in the 21st century.
   Multimedia contents, in the high-speed information and communication infra-base, is rapidly emerged as the industry that represents the worldwide high speed information and communication era with the influence of prompt development of technology, harmony of broadcasting and communication, heightening of communication technology, and diversification of communication tools. In the information and communication infra that is changing and progressing on a daily basis, the preparation of alternative plan that the contents business is strategically promoted and responded has to be set to secure the national competitiveness. At the same time, the contents business of scale that is connected to the high-speed information and communication environment has to be activated. Practically, in the knowledge information society of the 21st century, the multi media contents rather than single information contents service will have the efficient information delivery. Therefore, the strategy in exploration, development, and activation of contents that satisfies the next generation internet service is undeniably possessed the unprecedented strength of the knowledge information society. For this end, it is intended to look at the status survey and promotion strategies on the contents business both at home and abroad and strategy to provide services. It also is in the plan to propose the plan to provide domestic contents and developments following the terminal and service development plans.

   21세기 지식정보사회에서 개인·기업·정부의 힘은 지식과 정보의 컨텐츠에 달려 있다. 경제활동의 많은 부분이 정보통신 네트워크상의 정보 컨텐츠 서비스 내용물을 통하여 경쟁우위를 확보하게 되며, 산업구조 고도화 측면에서 기업간 및 산업간의 전자 문서 교환과 전자메일 등을 통한 업무의 효율화, 생산성 증대는 S/W기술을 기반으로 한 컨텐츠 산업의 발전과 그 맥을 같이 하고 있다. 또한 사회 각 부문의 시스템화를 통한 국가 경쟁력 향상 측면으로서는 원격치료, 전자거래, 일괄 민원 행정처리, 통신망을 통한 레크레이션 등 국민생활의 질적 변화를 초래할 서비스 등의 내용이 통신사업자의 컨텐츠 사업 추진전략 및 컨텐츠 사업의 활성화를 초래하게 될 것이기 때문에 컨텐츠 사업 활성화에 대한 발전 방안은 신중하게 검토되어 21세기 컨텐츠 시대를 대비하는 범국가적인 대안으로 활용되어야 할 것이다.
   초고속 정보통신 인프라 기반에서 멀티미디어 컨텐츠는 기술의 신속한 발전, 방송·통신의 융합, 통신기술의 고도화, 커뮤니케이션 도구의 다양화 등에 힘입어 전 세계적으로 초고속 정보통신시대를 대표하는 산업으로 급부상하고 있다. 하루가 다르게 변화하고 발전하는 정보통신 인프라에 컨텐츠 사업을 전략적으로 추진하고 대응할 수 있는 대안을 마련함으로서 국가적 경쟁력을 확보하면서 동시에 미래지향적인 초고속 정보통신 환경에 접목되는 규모의 컨텐츠 사업이 활성화되어야 할 것이다. 실제적으로 21세기 지식정보사회는 단일한 형태의 정보 컨텐츠 서비스보다 멀티미디어 컨텐츠가 정보 전달의 효율성을 가지게 될 것이다. 따라서, 차세대 인터넷 서비스에 부응하는 컨텐츠의 발굴과 개발, 활성화 전략들이 지식 정보화 사회 초유의 힘을 갖게 됨을 부인할 수 없을 것이다. 이를 위하여 국내 외 컨텐츠 사업과 제공전략에 관한 현황조사와 추진전략들 살펴보고, 단말기 및 서비스 발전 방안에 따른 국내 컨텐츠 제공 및 발전 방안들을 제안하고자 한다.

2. Hyundai to spin off two units under rescue plan                                  top-up.gif   

   Defusing a potential time bomb to the Korean economy, the Hyundai Group announced a self-rescue package and a plan to spin off two major affiliates yesterday in a bid to ease liquidity problems at its units.
   Under the plans, the nation's largest conglomerate will secure enough liquidity to solve a credit crunch at Hyundai Engineering & Construction, spin off Hyundai Motor and Hyundai Heavy Industries by the end of June next year and try to improve its governance structure, Hyundai's chief restructuring officer Kim Jae-soo said.
   Endorsed by the group's creditors Saturday, the self-rescue plan requires Hyundai Engineering & Construction Co. (HEC) to raise 1.52 trillion won in fresh funds to reduce the construction arm's debts to around 4 trillion from 5.6 trillion won by the end of the year. HEC will issue 220 billion won worth of exchangeable bonds against its 6.9 percent stake in Hyundai Heavy Industries and a 23.86 percent stake in Hyundai Merchant Marine.
   The construction arm, which is at the heart of the group's liquidity crisis, will also secure 80 billion won in cash by selling its domestic and overseas real estate. In addition, HEC will raise an additional cash of 200 billion won within this year by collecting unpaid bills involving domestic and overseas construction projects at the earliest date possible.
   A virtual holding company for Hyundai, HEC has been swamped in a severe cash shortage as a family feud over the group's No. 1 post has dampened market confidence in the conglomerate. For the past three weeks, Hyundai and its creditors had been in severe conflict over a plan to help pull the construction company out of its liquidity crunch.
   In line with an agreement with the Fair Trade Commission, or the nation's antitrust watchdog, group founder and patriarch Chung Ju-yung will also sell off his 6.1 percent stake in the automotive unit to spur its spin-off. The bulk of the proceeds from the stake sale will be used in providing liquidity to the cash-strapped construction affiliate by purchasing its bonds and commercial paper, while a portion will be contributed to a non-profit foundation.

    현대 자구 계획하에 두 계열사 분리
   한국 경제를 상대로 시한 폭탄의 신관을 제거한 현대그룹은 계열사의 유동성 문제를 완화하기 위한 일환으로 어제 자구계획과 주요 두 계열사를 분리시키는 방안을 발표했다.
   그 계획하에 한국의 최대 재벌사인 현대는 현대건설의 신용 경색을 해결하기 위해 충분한 유동성을 확보하고 내년 말까지 현대 자동차와 현대중공업을 계열 분리시키고 아울러 기업 지배 구조를 개선할 것이라고 현대 구조조정 본부장 김 재수는 말했다.
   토요일 현대 채권단에 의해 승인된 그 자구계획에 따르면 올 말까지 5조6천억에 달하는 부채를 4조원 가량으로 감소시키기 위해 현대건설은 1조5천2백억의 신규자금을 조성할 필요가 있다.
   현대건설은 현대중공업의 6.9% 지분과 현대상선의 23.86% 지분에 대한 교환사채 2천2백억원을 발행할 것이다.
현대그룹의 유동성 위기의 핵심인 현대건설은 또한 국내외 부동산을 매각하여 현금 800억원을 확보할 것이다.
아울러 현대건설은 가능한 한 빨리 국내외 건설 사업과 관련한 미납 공사료를 징수하여 올해 안에 2천억원의 추가 현금을 조성할 것이다.
   현대의 사실상 지주회사인 현대건설은 그룹 주도권을 둘러싼 형제간의 갈등으로 현대의 신용도가 하락함에 따라 심각한 유동성 부족에서 헤어나질 못하고 있다.
   지난 3주 동안 현대와 채권단은 현대건설을 유동성 위기로부터 구출하기 위한 계획과 관련하여 심각한 대립을 해왔다.
공정 거래위, 즉 한국의 반독점 감시기구와의 합의에 따라 현대의 창설자이자 정씨 일가의 큰 어른인 정주영은 현대자동차의 분리를 촉진하기 위해 6.1%의 지분을 매각하기로 되어있다. 지분 매각으로 인한 수익은 현대건설의 사채와 기업어음을 매입하여 현금이 부족한 현대 건설에 유동성을 공급하는 데 사용될 것이고 그 중 일부분은 비영리 재단에 기부하기로 되었다.

3. North Korean Family Likely to Come to Seoul Via 3rd Country                    top-up.gif    

  Three days after seven North Koreans took refuge at an international agency office in Beijing, the possibility that they will be transferred to South Korea via a third country appears to be high. "It is true that their extradition to Seoul via a third country is one of the scenarios in our mind," a Foreign Affairs-Trade Ministry official said yesterday on condition of anonymity.
   Meanwhile, negotiations continued between the United Nations High Commissioner for Refugees (UNHCR) and the Chinese government over their fate. South Korea again expressed its hope that China will respect the North Koreans' free will in an annual regular meeting between Choo Kyu-ho, director-general of Asia-Pacific affairs at the Foreign Ministry.
   The extradition method was also used in the case of Hwang Jang-yop, former secretary of North Korea's Workers' Party, when he came to Seoul via the Philippines from Beijing in 1997. However, the fact that Hwang sought refuge at the Korean embassy at the time makes things different than now.
   It is obvious that the Chinese government is worried about the issue, which has prompted massive international attention, especially because July 13, the date when the site of the 2008 Olympics will be announced, is so near. Chinese officials recently reaffirmed their principle that granting refugee status to North Koreans would not be possible and that China would strongly ward off intervention by the United Nations on the issue. However, China's obligations as a signatory to the international refugee accord was also mentioned in the report, and the Beijing officials concurred that it would take the initiative throughout the whole process.
   "Even if the third-country method were to be utilized, it would take some time for China to complete discussions with North Korea," a Foreign Affairs-Trade ministry official said, expressing worry that the North Koreans, who include two elderly people over 60, would be at a great discomfort as negotiations drag on.
The official said the UNHCR is considering moving them to a place better suited for the family to stay and is discussing the issue with the Chinese government.
   In case of deportation to a third country, the most likely place would be a Southeast Asian country such as the Philippines, diplomatic sources said.

   탈북자 가족 제 3국 거쳐 서울 입국할 듯..
   3일 동안 UNHCR 베이징 사무소에 7명의 탈북자가 거처하고 있는 가운데, 이들이 제 3국을 거쳐 서울로 입국할 가능성이 커졌다. "3국을 거쳐 서울로 입국한다는 것이 우리 시나리오 중의 하나이다."라고 외교부 대변인이 어제 밝혔다.
유엔 난민 고등 판무관실과 중국 정부는 이 문제를 두고 협상을 계속 하고 있으며, 한국 정부는 중국이 탈북자들의 자유를 존중해주길 희망하고 추규호 외교부 아태 국장과 매년 정기적인 회담을 열자고 하였다.
   본국 송환 방법은 북한 전 노동당 비서인 황장엽씨 경우와 같을 것이다. 황장엽씨는 1997년 베이징에서 필리핀을 거쳐 한국으로 왔다. 다만 다른 점이 있다면 황장엽씨는 한국 대사관에 피신해 있었다는 점이다.
   현재 중국 정부는 세계적으로 관심이 집중되어 있는 이 문제로 인해 곤욕스러워 하고 있다. 특히 2008년 하계 올림픽 개최지가 7월 13일에 선정되기 때문에 더욱 그러하다. 최근 중국 관계자는 북한 주민들의 난민신청 허가는 사실상 불가능하다고 밝혔고 현재 중국정부는 이 문제로 인해 UN의 강력한 감시를 받고 있는 상태라고 하였다. 그러나 중국은 국제 난민 조약 가맹국으로서의 의무를 설명하면서 이 문제에 관해서는 협력할 것이라고 했다.
   외교부 대변인은 "비록 제 3국을 거쳐 입국하는 방법을 이용할지라도, 중국이 북한과의 충분한 대화를 가질 수 있는 시간을 주겠다."고 하였으며 60세가 넘는 노인이 2명 있는 탈북자들이 계속되는 협상으로 인해 많이 불안해하고 있다고 우려를 표명했다.
   관계자는 UNHCR이 탈북자들이 좀더 편안하게 머물 수 있는 곳으로 자리를 옮길 것을 검토하고 있으며 중국 정부와도 계속해서 협상을 하고 있다고 밝혔다.
   이들이 제 3국으로 추방될 경우 외교상으로 문제가 없는 필리핀과 같은 동남아시아 나라가 될 것 같다.

   "How did it happen in the greatest country in the world……"
    How could this simultaneous terror against the U.S. happen? By the testimony of the witnesses and the reports of the foreign newspapers, we reconstruct the incident from the beginning that the terrorists hijacked four airplanes almost at the same time.
    Logan Airport in Boston, 8:00 a.m. Sep. 11. An American Airline jet 767 took off heading towards Los Angeles. About 15 minutes later, few Arabic passengers slowly stood up. "May I help you?" A flight attendant stepped forward them, feeling something strange, but she was stabbed and killed with the knife of the terrorists. They rushed into the control room by threatening the flight attendants and took control of the room. "Go to New York!" They seemed well-disciplined and had probably prepared for a long time. 8:40 a.m. The terrorist who was threatening the pilot sighted the Statue of Liberty. He killed the pilot mercilessly and took over the control lever. Moments later, the airplane with 92 passengers hit the North building of the World Trade Center and exploded as if it were a scene of a movie. The 110 story symbol of Manhattan was gulped in the scream of the passengers by the flame and smoke.
    8:14 a.m.: Around the same time when the AA airplane was hijacked by the terrorists, another plane Boeing 767 departed from Lagan Airport heading to Los Angeles. 9:05 a.m.: The airplane of the United Airline with 65 passengers and crews was also occupied by the terrorists and straightly flew to the South building of the World Trade Center and exploded. The both building were collapsed on 9:50 a.m. and 10:29 a.m. respectively.
9 o`clock a.m.: while the entire world was watching Manhattan in New York after the first attack, the Dallas International Airport in Washington D.C…. In an airplane of the American Airline Boeing 757, some terrorists were waiting for the departure within other 64 passengers. Their target was the Pentagon. Right after the departure, they occupied the control room and were locating the target. A woman passenger picked up her cellular phone secretly in the midst of the chaotic situation. She was Barbara Olson, a friend of Senate Hillary Clinton and the wife of Theodore Olson, the Deputy Minister of Justice. She was a well know celebrity in the U.S. "The plane is hijacked. The terrorists are armed with knifes." On answering the phone call of his wife, Deputy Minister Olson called to the Hijacking Control Center of the Justice Department. He asked to his wife whether she could contact with the pilot. "What should I tell him?" Even before she finished her last word, the plane crashed into the Westside of the Pentagon. It was 9:40 a.m.
    Around 9:58 a.m. 911 rang in the emergency center of Westmore County, Pennsylvania. One of the 45 passengers of the United Airlines Boeing 767, which was hijacked in its way to San Francisco from Newark, New York, called 911 from a lavatory to report that the plane was hijacked. "The plane is heading down. I heard an explosion and the smoke was seen from the plane." The plane clashed soon into the north of Somerset County Airport, 130 km southeast from Pittsburgh. The international source reported that the plane seemed to be heading the Camp David, the villa of President Bush. Some reported that the plane was shot down by the U.S. before it committed the terrorist attack.

                                         이륙직후, 테러리스트 곧장 돌진
    "세계 최강국 미국에서 어떻게 이런 일이..."
    미국을 상대로 한 동시다발테러는 어떻게 발생했을까? 사건의 목격자의 증언과 외신 보도 등을 통해, 거의 같은 시각에 발생한 4대의 비행기 공중납치 사건을 재구성한다.
    11일 오전 8시경 미국 보스턴 로건 국제공항, 로스앤젤레스행 아메리칸항공(AA) 소속 767 여객기가 이륙하였다. 비행기가 이륙한 지 15분 후 아랍계로 보이는 승객 몇 명이 천천히 자리에서 일어났다. "무슨 일입니까?" 수상한 느낌을 받은 여자 승무원 한 명이 앞으로 나아갔다. 하지만 이들이 휘두른 단도에 찔려 쓰러졌다. 이들은 승무원들을 위협해 조종실에 진입, 순식간에 비행기를 장악했다. "뉴욕으로 돌려라." 그들은 훈련을 잘 받아 보였고, 오랜 기간 계획을 세운 듯했다. 오전 8시40분경. 조종사를 위협하고 있던 테러범의 눈에 뉴욕의 자유의 여신상이 들어왔다. 테러범은 잔인하게 조종사를 살해하고 직접 조종간을 잡았다. 잠시 후 92명을 태운 여객기는 마치 영화의 한 장면처럼 세계무역센터의 북쪽 빌딩을 들이받고 폭발했다. 맨해튼의 상징인 110층 짜리 건물은 금세 화염에 휩싸이며 비행기 탑승객들의 비명을 삼켰다.
    AA 소속 여객기가 테러범에 의해 장악됐을 무렵인 오전 8시14분, 보스턴 로건 국제공항에서 또 한 대의 767 여객기가 로스앤젤레스를 향해 이륙했다. 오전 9시5분, 승객과 승무원 등 65명을 태운 유나이티드항공(UA) 소속의 이 여객기 테러범들에 의해 장악돼 빠른 속도로 세계무역센터 남쪽 타워를 들이받았다. 두 건물은 각각 오전 9시50분과 10시29분 차례로 무너졌다.
    갑작스러운 첫 번째 기습 테러로 미국은 물론 세계의 이목이 뉴욕 맨해튼으로 쏠린 오전 9시경, 워싱턴 DC의 덜레스 국제공항... 승객 등 64명을 태운 로스앤젤레스행 AA사 소속 보잉 757 여객기에 테러범 일당이 63명의 승객들과 함께 이륙을 기다리고 있었다. 이들의 목표는 국방부 청사였다. 이륙 후 테러범들이 조종실을 장악하고 공격 지점을 탐색하고 있었다. 어수선한 틈을 타 한 여성승객이 몰래 휴대전화를 꺼내들었다. 그녀는 시어도어 올슨 미 법무차관의 부인이자 힐러리 클린턴 상원의원의 친구이기도 한 바버라 올슨이었다. 미국 전역에 얼굴이 널리 알려진 유명인사였다. "비행기가 납치됐어요. 테러범들은 칼로 무장했어요." 부인의 전화를 받은 올슨 차관은 곧바로 법무부 비행기 납치 통제센터에 연락을 취한 뒤 부인에게 조종사와 연락을 취하는 것이 가능하냐고 물었다. "조종사에게 뭐라고 해야 하나요?" 바버라씨의 말이 끝나기도 전에 여객기는 국방부 청사 서쪽을 들이받고 폭발했다. 오전 9시40분이었다.
    이어 오전 9시58분경, 펜실베이니아주 웨스모어랜드 카운티 인근의 911 응급전화센터의 전화벨이 울렸다. 뉴욕 뉴어크 국제공항에서 샌프란시스코로 출발했다가 공중 납치된 UA 소속 767 여객기의 탑승자 45명 가운데 한 명이 화장실에 숨어 비행기가 납치됐음을 알려온 것이다. "비행기가 하강하고 있어요. 폭발음이 들렸으며 기체에서 연기가 납니다." 여객기는 잠시 후 피츠버그시 남동쪽 130km에 있는 서머싯 카운티 공항 북쪽에 추락, 폭발했다. 외신은 이 여객기가 조지 W 부시 대통령의 별장인 캠프 데이비드를 공격 목표로 하고 있었던 것으로 보인다고 보도했다. 일부에서는 이 여객기가 테러 공격을 감행하기 전에 미 당국이 격추했을 것이라는 추측이 나왔다.
