In the knowledge information society of this 21st
century, the strength of individual, industry and government depends
on the contents of knowledge and information. Substantial portion

through the information contents service of information and communication
network. In the aspect of optimizing the industrial structure, the
efficiency and productivity increase of the works through the electronic
document and e-mail between the businesses and between the industries
are in the same vein with the development of contents industry that
has the basis on the S/W technology. Also, as for the aspect of
national competitiveness through the systematization of each social
sector, the contents will bring the qualitative changes of public
life such as remote treatment, e-commerce, comprehensive civil services
and recreation. Through the communication networks, it is to activate
the contents business promotion strategy and contents business of
communication businesses. Such development plan for contents business
activation has to be careful reviewed to be used as the nationwide
alternative plan in preparation of the contents era in the 21st
century. Multimedia contents, in the high-speed
information and communication infra-base, is rapidly emerged as
the industry that represents the worldwide high speed information
and communication era with the influence of prompt development of
technology, harmony of broadcasting and communication, heightening
of communication technology, and diversification of communication
tools. In the information and communication infra that is changing
and progressing on a daily basis, the preparation of alternative
plan that the contents business is strategically promoted and responded
has to be set to secure the national competitiveness. At the same
time, the contents business of scale that is connected to the high-speed
information and communication environment has to be activated. Practically,
in the knowledge information society of the 21st century, the multi
media contents rather than single information contents service will
have the efficient information delivery. Therefore, the strategy
in exploration, development, and activation of contents that satisfies
the next generation internet service is undeniably possessed the
unprecedented strength of the knowledge information society. For
this end, it is intended to look at the status survey and promotion
strategies on the contents business both at home and abroad and
strategy to provide services. It also is in the plan to propose
the plan to provide domestic contents and developments following

2. Hyundai to spin off two units under rescue plan
Defusing a potential time bomb to the Korean
economy, the Hyundai Group announced a self-rescue package and a
plan to spin off two major affiliates yesterday in a bid to ease
liquidity problems at its units. Under the
plans, the nation's largest conglomerate will secure enough liquidity
to solve a credit crunch at Hyundai Engineering & Construction,
spin off Hyundai Motor and Hyundai Heavy Industries by the end of
June next year and try to improve its governance structure, Hyundai's
chief restructuring officer Kim Jae-soo said. Endorsed
by the group's creditors Saturday, the self-rescue plan requires
Hyundai Engineering & Construction Co. (HEC) to raise 1.52 trillion
won in fresh funds to reduce the construction arm's debts to around
4 trillion from 5.6 trillion won by the end of the year. HEC will
issue 220 billion won worth of exchangeable bonds against its 6.9
percent stake in Hyundai Heavy Industries and a 23.86 percent stake
in Hyundai Merchant Marine. The construction
arm, which is at the heart of the group's liquidity crisis, will
also secure 80 billion won in cash by selling its domestic and overseas
real estate. In addition, HEC will raise an additional cash of 200
billion won within this year by collecting unpaid bills involving
domestic and overseas construction projects at the earliest date
possible. A virtual holding company for Hyundai,
HEC has been swamped in a severe cash shortage as a family feud
over the group's No. 1 post has dampened market confidence in the
conglomerate. For the past three weeks, Hyundai and its creditors
had been in severe conflict over a plan to help pull the construction
company out of its liquidity crunch. In line
with an agreement with the Fair Trade Commission, or the nation's
antitrust watchdog, group founder and patriarch Chung Ju-yung will
also sell off his 6.1 percent stake in the automotive unit to spur
its spin-off. The bulk of the proceeds from the stake sale will
be used in providing liquidity to the cash-strapped construction
affiliate by purchasing its bonds and commercial paper, while a
portion will be contributed to a non-profit foundation. |

3. North Korean Family Likely to Come to Seoul Via 3rd Country
Three days after seven North Koreans took refuge at an
international agency office in Beijing, the possibility that they
will be transferred to South Korea via a third country appears to
be high. "It is true that their extradition to Seoul via a
third country is one of the scenarios in our mind," a Foreign
Affairs-Trade Ministry official said yesterday on condition of anonymity.
Meanwhile, negotiations continued between the
United Nations High Commissioner for Refugees (UNHCR) and the Chinese
government over their fate. South Korea again expressed its hope
that China will respect the North Koreans' free will in an annual
regular meeting between Choo Kyu-ho, director-general of Asia-Pacific
affairs at the Foreign Ministry. The extradition
method was also used in the case of Hwang Jang-yop, former secretary
of North Korea's Workers' Party, when he came to Seoul via the Philippines
from Beijing in 1997. However, the fact that Hwang sought refuge
at the Korean embassy at the time makes things different than now.
It is obvious that the Chinese government
is worried about the issue, which has prompted massive international
attention, especially because July 13, the date when the site of
the 2008 Olympics will be announced, is so near. Chinese officials
recently reaffirmed their principle that granting refugee status
to North Koreans would not be possible and that China would strongly
ward off intervention by the United Nations on the issue. However,
China's obligations as a signatory to the international refugee
accord was also mentioned in the report, and the Beijing officials
concurred that it would take the initiative throughout the whole
process. "Even if the third-country
method were to be utilized, it would take some time for China to
complete discussions with North Korea," a Foreign Affairs-Trade
ministry official said, expressing worry that the North Koreans,
who include two elderly people over 60, would be at a great discomfort
as negotiations drag on. The official said the UNHCR is considering
moving them to a place better suited for the family to stay and
is discussing the issue with the Chinese government. In
case of deportation to a third country, the most likely place would
be a Southeast Asian country such as the Philippines, diplomatic

the flight attendants and took control of the room. "Go to

building of the World Trade Center and exploded. The both building
were collapsed on 9:50 a.m. and 10:29 a.m. respectively.
9 o`clock a.m.: while the entire world was watching Manhattan in
New York after the first attack, the Dallas International Airport
in Washington D.C¡¦. In an airplane of the American Airline Boeing
757, some terrorists were waiting for the departure within other
64 passengers. Their target was the Pentagon. Right after the departure,
they occupied the control room and were locating the target. A woman
passenger picked up her cellular phone secretly in the midst of
the chaotic situation. She was Barbara Olson, a friend of Senate
Hillary Clinton and the wife of Theodore Olson, the Deputy Minister
of Justice. She was a well know celebrity in the U.S. "The
plane is hijacked. The terrorists are armed with knifes." On
answering the phone call of his wife, Deputy Minister Olson called
to the Hijacking Control Center of the Justice Department. He asked
to his wife whether she could contact with the pilot. "What
should I tell him?" Even before she finished her last word,
the plane crashed into the Westside of the Pentagon. It was 9:40
a.m.
Around 9:58 a.m. 911 rang in the emergency
center of Westmore County, Pennsylvania. One of the 45 passengers
of the United Airlines Boeing 767, which was hijacked in its way
to San Francisco from Newark, New York, called 911 from a lavatory
to report that the plane was hijacked. "The plane is heading
down. I heard an explosion and the smoke was seen from the plane."
The plane clashed soon into the north of Somerset County Airport,
130 km southeast from Pittsburgh. The international source reported
that the plane seemed to be heading the Camp David, the villa of
President Bush. Some reported that the plane was shot down by the
U.S. before it committed the terrorist attack.
