Professor Chang has been teaching commercial law and arbitration law at National Police University and at Korea University. Since 1995 he has also practiced arbitration and mediation in affiliation with the Korean Commercial Arbitration Board (KCAB), ICC, and WIPO. During the period of 2005-2007 he worked as a director of Center for Korean Law at Columbia Law School, NY. He obtained J.S.D and LL.M degree from Dalhousie Law School, Canada and LL.B degree from Korea University. The title of his Doctoral thesis was ¡°The Autonomy of International Commercial and Maritime Arbitration: International, Canadian and Far Eastern Perspectives.(1989) Since then, he has written many articles and textbooks on arbitration and international commercial law in Korean. In 1996-1999 he had played a key role in drafting new Korean arbitration law as a member on law reform committee on arbitration in the Ministry of Justice. Professor Chang has also served as a domain name panelist at Korea Internet Dispute Resolution Committee since 2002.

The New Korean Arbitration Law has entered into force on 31, December 1999.

The new Korean arbitration law entered into force on December 31, 1999. It is mainly modeled after the UNCITRAL Model Arbitration Law to meet the need of internationalizing Korean arbitration system. The new arbitration law was followed by the KCAB's adoption of the new arbitration rules on 27 April 2000. Regarding the enforcement of the arbitral award under New York Convention, Korean courts abide by the spirit of New York Convention by interpreting the concept of public policy in very strict manner. Courts are reluctant in refusing foreign arbitral awards. This recent development of Korean arbitration system is expected to make Korea a workable and attractive place of arbitration, not only to Korean but also to the international community.

The Korean Internet Address Dispute Resolution Committee (IDRP) launched its function on July 30, 2004. It is designed to handle all the disputes related to internet address including .kr domain name only. The IDRC adopted its own Policy , Rules and Supplementary Rules for Domain Dispute Resolution which is based on the UDRP system  Its wesbsite is http://www.idrc.or.kr.
