HIBA PRO-AM 2000 Hawaiian International Billfish
Tournament Final Tournament Rules and Awards 2000 1. Eligibility: (A) The Hawaiian
International Billfish Association (H.I.B.A.) conducts two individual
tournaments annually. These tournaments are the Hawaiian International Billfish
Tournament, (H.I.B.T.) and the H.I.B.T. Pro-Am. The Hawaiian International
Billfish Tournament will be held July 29th, 2000 thru August 5th 2000. The
H.I.B.T. PROAM 2000 will be held July 24th - 28th, 2000. The Board of Governors of H.I.B.A. reserves
the right to withdraw its invitation at any time to any club or individual or
entity. (B) A team shall consist of the following number of
anglers: H.I.B.T. and H.I.B.T. Pro-Am a
minimum of 2 anglers and a maximum of 6 anglers per team. H.I.B.T. teams shall represent a Club, City,
State or country who are officially designated in writing to represent that Club, City or
State by the recognized authority of the entity represented. All of the members of a team representing a
club must be bona fide members of the club it represents, and team name shall be
a name which reflects the club, city, state or country. PROAM 2000 Teams are
open to all anglers, and no restrictions are applied to members or names. (C) Priority of entry shall be based upon: greater number of points from prior
participation in HIBA sponsored tournament; number of HIBA sponsored and/or
endorsed tournament in which billfish have been caught or released; finishing
in the top ten of HIBA sponsored and/or endorsed tournaments The HIBT and HIBT PROAM 2000 is an international
tournament. The Board is the final and sole authority on entries. (D) Only team members shall fish from the boat during the
tournament. Non-anglers may ride along on the boat for the day. Guests or
spectators shall not be permitted to catch any fish. (E) Team captains shall be responsible for the eligibility of
the team and its members. The Board's decision on any question of eligibility
shall be conclusive. (F) No substitution of team members may
be made after close of registration. 2. Entry Fee Payments: All
fees must be paid in full before a team competes in the H.I.B.A. Tournament.
Registration times and location of registration are as published in the Schedule
of Events. The
Entry Fees for the H.I.B.A. PROAM 2000 are as follows: For
a team of two, three, or four anglers - registration fee is $2800.00. Additional
anglers are $700.00 each. Guests
Fees are $100.00 per guest. Individual
tickets to social events will also be available. *70%
of the entry fee after expenses is returned to the teams in the form of a Cash
Prize after expenses. (10% will go to charity. 20% to tournament operations).
Optional Daily Cash Purses are available as an additional cost at an 80%
return. The
registration fee does not include charter boat fees for three (3) days of
fishing. Teams are responsible for the
charter of their own vessel and will remain on the vessel for the duration of
the tournament. Additional entry fees
as advised on the tournament’s entry form apply to teams of more than 4
anglers. The
Entry Fees for the H.I.B.T. are as follows: For
a team of four (4) anglers - registration fee is $3800.00. For
a team of three (3) anglers - registrations fee is $3550.00 For
a team of two (2) anglers - registration fee is $3300.00 The
registration fee does not include charter boat fees for four (4) days of
fishing Charter
Boats fees to participate in the boat draw is $2400.00 NEW
RULE: Private teams may
contract a boat not in the Charter Boat Fleet and negotiate charter fees
independent of the tournament boat draw.
Private teams will remain on the charter boat of their choosing for the
four days of fishing. Additional
anglers are $600.00 each. Guests
Fees are $250.00 per guest. The
registration fee for non-fishing guests will be $250.00 to cover all social
events. Individual tickets to social events will also be available. 3. Registration: At
least one member, preferably the captain from each team, must register at the
registration desk prior to the tournament.
Registration location for the H.I.B.A. PROAM 2000 will be held at the
HIBT offices at Honokohau Harbor, located at Gentry’s Kona Marina. Registration for the H.I.B.T.. will be at the
King Kamehameha Hotel in the Ballroom from 10:00 am til 2:00 pm on Saturday
July 29th, 2000. Any team failing to register at that time designated must
inform tournament headquarters ahead of time to pre-register prior to, or
after, the registration date and time. A penalty may be imposed for late
registration. In the event the team does not register and does not make other
arrangements to register at an appointed time, team will be delayed on the
first day of fishing until one (1) hour after the start of fishing time. 4. Briefing & Boat Draw: The
tournament briefing for the H.I.B.A. PROAM 2000 will be held at 6:00 PM at the
Hawaii Big Game Fishing Clubhouse on July 24, 2000. The tournament briefing for the H.I.B.T. will be held at 9:00 AM
in the Hotel King Kamehameha Hotel on Sunday July 30th. The Captain of each
team or the captain's designated representative (who must be a member of the
team) MUST ATTEND AND REGISTER at the pre-tournament briefing. Unless excused
by the Tournament Director and the Chief Judge for justifiable cause, if the
team does not register and attend the briefing the team will be delayed one
hour after the start of fishing on the first fishing day. The
Boat Draw will be held from 5:00 pm - 6:30 pm at a location to be announced on
Saturday July 29th. Immediately following is the Skippers Briefing and the
Boone Awards Presentation and Party. The Captain and/or crewmember of all
charter boats must be present at the skippers briefing and at the boat draw.
Both Captains and Crew are invited to attend the Boone Awards. 5. Scoring: (A) WEIGHED
FISH NEW
RULE: Points will be awarded on the basis of a point per pound for any fish 300
pounds and over, legally caught, in the following categories: Pacific Blue
Marlin, Black Marlin, Striped Marlin, Broadbill Swordfish. Tuna will be awarded on the basis of a point per
pound for any tuna 100 pounds and over, legally caught. In addition bonus
points will be added to the points awarded for individual fish as set forth
below: (B) BONUS POINTS FOR WEIGHED FISH 33.3% BONUS POINTS OF WEIGHT OF WEIGHED QUALIFYING
FISH TAKEN ON 50 LB TEST. (C) TAG AND RELEASE Any blue marlin, black marlin, striped marlin,
sailfish, or spearfish, regardless of weight, tagged and released in accordance
with the IGFA Tournament rules shall be awarded the following points.
Any previously Tagged and Released Marlin or
Broadbill Swordfish boated and weighed according to the Tournament Rules will
score line class tag points or weight points whichever is greater. To be counted as a tagged and released fish the
leader must be wound to the rod tip and the leader taken in hand and the fish
tagged with a NMFS or Billfish tag and released. The hook or hooks must be
disengaged from the fish or the leader cut, and the leader and tag card must be
retained for the judges. IMPORTANT NOTE: The angler must elect to either tag
and release, or gaff the marlin or Broadbill and notify the skipper and crew of
his/her decision. Once tagged, the marlin or Broadbill cannot be gaffed; or
once gaffed the marlin or Broadbill cannot be tagged and released. (D) General: (1)
In the event after testing by the judges the fishing line or
backing tests above the class breaking strain claimed on the catch record, that
capture or tag and release will be disqualified and no points will be awarded. (2)
All dead or any fish deemed by the crew to be dead, or
injured sufficiently to cause death, must be boated and brought to the pier and
treated as a weighed fish. Points will
be awarded if this billfish weighs in excess of 300 lbs. Minimum weight as in
subsection 5A. (3)
The winner of the H.I.B.T. tournament and recipient of the
Governors Trophy (HIBT) will be the team accumulating the highest number of
billfish points. There will be
additional awards for angling achievements as determined by the Board. (4)
In the event of ties in all team, individual, and charter
boat trophies, awards, including bonus points, shall be made to the individual,
team or charter boat that reaches the score first. (5)
The time of capture or tag and release will be the time
recognized by official tournament radio control, “Long nose”. A tag and release is complete when a tag has
been placed and hook(s) removed or leader cut. 6. Fishing Area: The
area is limited to fish caught between a line due west of Upolu Point (The
northern tip of the Island of Hawaii) and a line due south of Humuhumu Point
(near the southern tip of the Island of Hawaii). A grid chart will be
furnished. Starting point designated line in Kailua Bay between Kailua
lighthouse and the Royal Kona Resort. 7. Fishing Days & Time: HIBA
PROAM 2000 – There shall be three days fishing with no days off. HIBT
– There shall be four days fishing with a lay day in between the second and
third day of fishing, which falls on a Wednesday. All
boats fishing in the tournament must depart from the starting point, an
invisible line in Kailua Bay between Kailua Lighthouse and the Royal Kona
Resort. The start and stop signal will be announced on the radio. All fish must
be hooked by the time of the stop fishing signal each day. If in the event a
fish is still hooked up at the call of stop fishing, the angler may keep
fighting the fish until fish is tagged and released, boated, or lost.
Tournament radio control must be notified that the team is hooked up prior to
stop fishing signal being called or fish will be disqualified. The
fishing days for the H.I.B.A. PROAM 2000 are: Tuesday July 25, Wednesday July
26, and Thursday July 27. The
fishing days for the H.I.B.T are: Monday July 31, Tuesday August 1, Thursday
August 3, and Friday August 4. 8. Charter Boats / Private Boats Charter
boats will be available for the tournament at the rates set forth in the entry
form. (A) HIBT - A boat draw will be held for the available charter
boats for the teams participating. NEW RULE: Teams shall be allowed to charter a boat as a Private
Team which is engaged in charter fishing, and fish on that boat the entire
duration of the tournament. (B) HIBT PROAM 2000 - Teams fish from charter boats
they have booked for the duration of the tournament. 9. Rod and Reel Only: Only
fish caught on rod and reel, trolling or drift fishing, will qualify. Handlines
are permitted only for the catching of bait.
Live bait may not be passed between boats, and cannot be caught prior
to the start of fishing. NEW RULE: Live bait and dead bait must be rigged with circle hooks
only. Lures can be rigged with conventional hooks. (A) Other Equipment – Outriggers, downriggers, kites
and birds can be used provided that the actual fishing line is attached to the
snap or other release device, either directly or with some other material. The leader or double line may not be
connected to the release mechanism either directly or with the use of a
connecting device 10.
Tackle Classification: Fishing
Line: No specific brand of fishing line is required, however, the Line used
should be either IGFA rated line class of 50-lb or 80-lb Line. Tackle
classes are based on the wet testing of the line used. Tackle classes are as follows: (A)
Light Tackle – 24 kg and below (52.91 pounds
or less breaking strength). (B)
Medium Tackle – 37 kg (over 52.91 pounds up to
and including 81.57 pounds breaking strength). (C)
In the event that two lines of different breaking strengths,
spliced or tied together, are used in taking fish, the catch shall be
classified under the heavier of the two lines. 11.
Weighing and Judging: To
be eligible for points in HIBA Tournaments all Marlin & Tuna to be weighed
must be presented in the condition in which they were landed or boated. Fish with additional cuts as for improved
marketability will not be eligible for points. The
official scale for the PROAM 2000 will be located at the Fuel Dock at
Honokohau Harbor. All fish must be
weighed on this scale for the HIBA PROAM 2000 as soon as practicable after the
fish is put ashore on the dock. All
fish submitted for prizes shall be judged, weighed and measured by the judges
and may have stomach contents examined. The
official scale for the HIBT is located on Kailua Pier. All fish must be weighed on this scale for

examined. Each
angler shall complete a CATCH RECORD FORM, furnished by HIBA for each fish
caught, boated, tagged or released. All
information required from the angler must be placed on the catch record form,
in English, before the fish is turned over for weighing and measuring and
before tackle is turned over to the judges.
A witness to the catch must sign the catch record form. The angler shall exhibit the lure, rod,
reel, gaff and terminal tackle with which the fish was caught. He shall also furnish, upon request, the
names of all persons witnessing the catch. The
judges may, on their own initiative, investigate and act upon any incident
occurring during the tournament. They
shall also have the right to disqualify any capture following examination and
measurement of tackle and investigation of any capture. Any Protest, concerning the validity of any
catch, shall be filed in writing, signed by the team captain and addressed to
the judges and delivered to the Chief Judge not later than Midnight of the day
of the catch. The decision of the
majority of the Judges panel shall be final. 12.
Infractions: Any
person, including charter boat captains, guilty of an infraction of the rules
may be disqualified from participation in future Hawaiian International
Billfish Association Tournaments. 13.
IGFA rules will apply to all catches. 14.
Awards Billfish
and Tuna awards are set forth in Exhibit “A” 15. Tournament Control “Longnose” Radio
Control will operate on VHF Channel 68. No CB's will be used. Boat round ups
will be held at 10:00, 12:00 & 3:00 pm. All hookups must be called in to
radio control. If a tournament boat is out of range, the hookup must be relayed
via radio. All Tournament boats should radio in to tournament control as
"secure" when boat has returned to Honokohau Harbor at the end of the
fishing day. All
registered anglers and guests participating in this tournament enter
voluntarily and at their own risk. In consideration for the H.I.B.A.'s
acceptance of his or her entry, each registered angler and guest hold harmless
and indemnify the H.I.B.A tournament's, its officers, managers, directors,
agents, sponsors, donors, the city and county where the event is held, and all
other persons connected directly or indirectly with the operation of the
tournament, from and against any and all liabilities. |
